The average annual salary of Québec government employees increased from $58,798 to $61,835 in 2019–2020 constant dollars between 2009–2010 and 2019–2020, a 5.2% increase when changes in the consumer price index (CPI) are taken into account.

This study on the evolution of Québec government employee compensation in the first decade of the 2000s meets the Institut’s general objective of disseminating objective data on different aspects of Québec society. Given that the compensation paid to Québec government employees forms the basis for the annual comparison carried out by the Institut, the data on the evolution of this compensation are a complement to the information available to employers and unions in this sector. This report is a follow-up on the document published in the early 2000s on the evolution of the buying power of Québec government employees in the 1990s.

The study presents the following data for all Québec government employees and each employment category: salary evolution, global compensation costs and costs of other compensation components from 1999–2000 to 2009–2010. The evolution of the average disposable income for all Québec workers is described in order to compare it with that of Québec government employees. This report also gives an overview of the economic and labour market environments, as well as the main issues pertaining to collective agreement negotiations in the Québec civil service in the first decade of the 2000s.

The general public, unions, employers and other actors in the labour market will be able to consult this report to find data on the evolution of Québec government employee compensation.

"Ce rapport porte sur l'évolution de la rémunération des salariés de l'administration québécoise durant le décennie 1990. Il répond, d'une part, à l'objectif général de l'Institut qui est de diffuser des données objectives sur divers aspects de la société québécoise. D'autre part, la rémunération consentie dans l'administration québécoise étant à la base de la comparaison effectuée annuellement par l'Institut, les données sur l'évolution complètent l'information mise à la disposition des parties patronales et syndicales de ce secteur. Cette étude fait suite au document publié au début des années 1990 sur l'évolution du pouvoir d'achat des employés de l'administration québécoise durant la décennie 1980.

L'étude présente, pour l'ensemble des employés de l'administration québécoise et chacune des catégories d'emplois, l'évolution du salaire, du coût global de la rémunération et de ses autres composantes, entre 1990-1991 et 1999-2000. De plus, l'évolution du revenu moyen du travail de l'ensemble des salariés québécois est présentée afin de la mettre en relation avec celle observée dans l'administration québécoise. Le rapport présente également un portrait sommaire de l'environnement économique et du marché du travail ainsi que les principaux enjeux entourant les négociations des conventions collectives dans l'administration québécoise durant la décennie 1990.

Avec ce rapport, tant le public en général que les syndicats, les employeurs et les autres acteurs du marché du travail disposent de données fournissant une perspective de l'évolution de la rémunération dans l'administration québécoise."

The publication also presents a summary portrait of the economic environment and the labour market, and the main stakes of the negotiation of collective agreements in the Québec government during the 1990s.
