The Institut de la statistique du Québec is mandated to carry out an annual comparison of the total compensation of Québec government employees with that of other Québec employees, but also conducts complementary analyses on more specific subjects.

This bulletin focuses on comparing the compensation of manual workers. The data used come from the 2019 Québec Total Compensation Survey carried out by the Institut de la statistique du Québec.

    Highlights:

    • In 2019, the average salary of manual workers in the Québec government ($48,612) was lower than that of other Québec manual workers ($63,991) and of manual workers in the private sector ($65,029).
    • The total compensation per hour worked of Québec government manual workers ($36.17/h) is 26.8% lower than that of manual workers in the private sector.
    •  The Québec government is further behind private businesses with 500 or more employees than private businesses with 200 to 400 employees.
