Québec audiovisual production volume down in 2023–2024 after record year

Québec, June 11, 2025. – The production volume of the Québec audiovisual industry declined to $2.86 billion in 2023–2024, down 11% (-$356 million) from the previous year. This result was due in part to a drop in the volume of foreign productions and production services, which accounted for 54% of total production volume.

This was revealed in the 2025 edition of Profil de l’industrie audiovisuelle au Québec published today by the Observatoire de la culture et des communications of the Institut de la statistique du Québec.

Foreign production down

In 2023–2024, the volume of foreign production and production services decreased by 7% to $1.54 billion, down nearly $120 million from 2022–2023. This decline can be attributed to the impacts of the writers’ strike in the United States that began in May 2023, followed by the actors’ strike in July 2023, which led to the interruption or postponement of shoots, loss of contracts, and layoffs.

Decline for Québec independent television production 

In 2023–2024, Québec independent television production volume decreased by 12% to $818 million ($933 million in 2022–2023) due in part to a 20% drop in the production volume of French-language drama, variety, and magazine-type TV programs. These three genres accounted for 65% of television production volume and totalled $538 million, down from $673 million in 2022–2023.

Drop in Québec film production 

The volume of Québec independent film production was down sharply from 2022–2023 (-43%), due to a smaller number of productions (60 productions vs. 94 in 2022–2023). The total volume of these productions was $154 million, down from $270 million in 2022–2023. Of that amount, $83 million came from the production of French-language fiction feature films, a decline from the previous year (-53%).

Increase in volume of productions intended for online distribution 

The volume of productions intended for online distribution rose 24% to $34 million in 2023–2024 despite a decline in the number of these productions. The rising production cost of series (+119%) is one of the contributing factors.
