Québec, June 19, 2025. – Québec’s international merchandise exports, seasonally adjusted and in constant dollars, were down 12.5% in April 2025 (-4.6% in March). This finding comes from an analysis of the most recent international merchandise trade data for Québec released today by the Institut de la statistique du Québec.
The decline in April was the largest percentage decrease since April 2020 (start of the pandemic period). It is important to note that April 2025 was the first full month in which additional U.S. custom duties applied between Canada and the United States.
The products that contributed the most to this monthly decline were unwrought aluminum and aluminum alloys (-27.8%), aircraft (-13.1%), diesel and biodiesel fuels (-78.3%), and commercial and service industry machinery and equipment
(-40.7%).
The products whose exports increased in April include aircraft engines (+19.4%), aircraft parts and other aerospace equipment (+27.5%), other metal ores and concentrates not elsewhere classified (+454.1%), and parts of electronic equipment not elsewhere classified (+50.8%).
Exports in the first four months of 2025 were up 4.3% compared with the same months of 2024.
Exports to the United States
Québec exports to the United States, non-seasonally adjusted and in current dollars, totalled $6.3 billion in April 2025, their lowest monthly level since February 2022. This represents a 26.9% decrease from March. The value of exports was high in the months before the imposition of custom duties by the United States, which partly explains the marked drop in April.
On the same basis, exports to other countries (except the United States) declined by 10.7%. Overall, non-seasonally adjusted exports in current dollars to all countries therefore fell by 22.5%.

Important notice about the June 19, 2025 release
In its June 5, 2025 release of international merchandise trade statistics for the reference month of April 2025, Statistics Canada stated that there are still delays in the receipt of import data due to the implementation of the Canada Border Services Agency (CBSA) Assessment and Revenue Management (CARM) system. These delays are impacting the completeness of import statistics for the reference months of November 2024 to April 2025. Given these issues, users should exercise caution and expect revisions to import data in the coming months, even if they are published. Québec’s international merchandise imports down 9.2% in April 2025
Québec’s international merchandise imports, seasonally adjusted and in constant dollars, were down 9.2% in April 2025 from March (+5.7% in March).
Imports in the first four months of 2025 were up 3.9% compared with the same months of 2024.
The situation in Canada
According to data published by Statistics Canada on June 5, 2025, Canada’s seasonally adjusted merchandise exports in constant dollars decreased by 9.8% in April 2025 from the previous month. Meanwhile, imports were down 5.5%.
For the first four months of 2025, Canada’s merchandise exports and imports were up 3.3% and 1.3%, respectively, compared with the same period in 2024.
