After increasing between 2018 and 2021, cannabis use is now on a downward trend in Québec

Montréal, April 14, 2026. – In Québec, in 2025, 17% of people used cannabis, up from 14% in 2018, before legalization. This was revealed in the Québec Cannabis Survey report released today by the Institut de la statistique du Québec.

Different trends across age groups

Young people aged 15–20 are the only age group with a lower proportion of cannabis users in 2025 (19%) than in 2018 (28%). In this age group, the proportion of cannabis users did not change significantly between 2018 and 2021, then started following a downward trend.

Among those aged 21 to 34 and 35 and over, the proportion of cannabis users increased between 2018 and 2021. This proportion subsequently declined among those aged 21–34, approaching the level from 2018 (30% in 2025), while among those aged 35 and over, it has remained above what was observed before legalization (13% in 2025).

Cannabis vaping on the rise among younger users, but few of them vape regularly

Among cannabis users, smoking remained the most common method of consuming cannabis in 2025 (79% of users), while vaping stood at nearly 28%. In the overall population, 4.7% of Quebecers vaped cannabis in the past year.

The proportion of cannabis users aged 15 to 20 who vaped cannabis increased every year from 2019 (24%) to 2023 (62%). In 2025, this proportion stood at 64%. Nearly three quarters of young people who vape cannabis do so three days a month or less (77% for those aged 15–17 and 75% for those aged 18–20).

Some of the population is exposed to cannabis advertising on social media

In 2025, 18% of the population aged 15 and over saw or heard cannabis advertising or marketing via social media. Young people aged 15–17 (39%) and 18–20 (36%) are more likely to have been exposed to such advertising on social media, versus 12% for those aged 55 and over.

The 2025 edition of the Québec Cannabis Survey was carried out among 15,103 people aged 15 and over. This seventh edition allows us to examine the proportion of Quebecers who used cannabis in the 12 months prior to each survey since 2018 as well as their consumption habits.
