The objective of the survey is to assess two types of services that the Ministère de l’Emploi et de la Solidarité sociale (MESS) provides to businesses: the Mesure de formation de la main d’oeuvre (Workforce Training Measure) and the program Concertation pour l’emploi – soutien à la gestion des ressources humaines (Cooperation for Employment – Human Resources Management Support). The results will enable the MESS to estimate the effectiveness of the public employment services it offers to Québec organizations.

The Institut de la statistique du Québec is a government agency whose mission is to produce, analyze and disseminate official, objective, high-quality statistics on various aspects of Québec society.
Preliminary stage
We ask that you provide the contact information of the person in your organization who will be able to answer the survey questionnaire. We also ask that you confirm some information. This preliminary stage only takes a few minutes.
Simply follow these steps:
- Go to the questionnaire at statistique.quebec.ca/e434e
- Enter the identifier found in the letter or email you received
- Create a password
- Answer the questions
An email will then be sent to the person you have identified so they can complete the questionnaire. This person will have two weeks to complete it.
Survey questionnaire
After filling out the paper version of the questionnaire, the person identified can access the online survey questionnaire. This person simply needs to:
- Go to the questionnaire at statistique.quebec.ca/e434e
- Enter the identifier provided in the email they received or in the invitation letter sent to the organization
- Create a password
- Complete the questionnaire
If necessary, this person can exit the questionnaire and return to finish it later.
The Institut de la statistique du Québec will call those who have not submitted their online questionnaire to remind them to do so.
Make sure you entered your identifier correctly, without any spaces before or after.

For quality and training purposes, telephone interviews with Institut de la statistique du Québec agents are recorded. If you don’t want the interview to be recorded, simply notify the agent at the beginning of the call.
The sample is composed, on the one hand, of all businesses than completed the Business Services Assessment Survey in Québec in 2021, and on the other hand, of a sample of organizations that completed the Survey on Workplace Training Practices in Québec in 2021.

As set out in section 11 of the Act respecting the Institut de la statistique du Québec, the Chief Statistician has the right to determine which requests for information are to be considered mandatory if such information is deemed necessary to produce reliable statistics. It was determined by the Chief Statistician that this survey should be mandatory.
As a result, you are legally obligated to take part in the survey. Under the Act respecting the Institut de la statistique du Québec, anyone asked to provide the Institut de la statistique du Québec with information deemed mandatory must do so within the timeframe and in the format requested.
