Business Services Assessment Survey in Québec in 2024

The objective of the survey is to assess two types of services that the Ministère de l’Emploi et de la Solidarité sociale (MESS) provides to businesses: the Mesure de formation de la main d’oeuvre (Workforce Training Measure) and the program Concertation pour l’emploi – soutien à la gestion des ressources humaines (Cooperation for Employment – Human Resources Management Support). The results will enable the MESS to estimate the effectiveness of the public employment services it offers to Québec organizations.

Are telephone interviews recorded?

For quality and training purposes, telephone interviews with Institut de la statistique du Québec agents are recorded. If you don’t want the interview to be recorded, simply notify the agent at the beginning of the call.

Why was my organization chosen?

The sample is composed, on the one hand, of all businesses than completed the Business Services Assessment Survey in Québec in 2021, and on the other hand, of a sample of organizations that completed the Survey on Workplace Training Practices in Québec in 2021.

Do I have to take part in this survey?

Yes. Your participation is essential. Without your contribution, we will not be able to obtain an accurate picture of organizations of all sizes in the different industry sectors.

As set out in section 11 of the Act respecting the Institut de la statistique du Québec, the Chief Statistician has the right to determine which requests for information are to be considered mandatory if such information is deemed necessary to produce reliable statistics. It was determined by the Chief Statistician that this survey should be mandatory.

As a result, you are legally obligated to take part in the survey. Under the Act respecting the Institut de la statistique du Québec, anyone asked to provide the Institut de la statistique du Québec with information deemed mandatory must do so within the timeframe and in the format requested.

What is the Institut de la statistique du Québec’s privacy policy?

Rest assured that your answers will be kept confidential and will only be used for statistical purposes. This is guaranteed under the Act respecting the Institut de la statistique du Québec. All employees working at the Institut de la statistique du Québec have been sworn in before a commissioner and are bound to maintain the secrecy and confidentiality of the data they collect.

Will you share my answers with other individuals or organizations?

The Institut de la statistique du Québec has entered into an agreement with the Ministère de l’Emploi et de la Solidarité sociale, to whom the information collected will be sent, unless you notify us in writing of your refusal by February 2, 2026. Your answers will be kept confidential and will only be used for statistical purposes.

Will the survey results be published?

No. The data will only be used for statistical purposes to assess program effectiveness.
