The Institut de la statistique du Québec (ISQ) is a government agency whose mission is to produce, analyze and disseminate official, objective, high-quality statistics on various aspects of Québec society.
1. Preliminary stage of the survey
First, you will have to provide the contact details of the person in your organization who will be able to answer the survey questionnaire, which covers the following topics: organization profile, participation and prevention mechanisms, psychosocial risks, health risks, support for non-unionized workers, and For a Safe Maternity Experience program.
The respondent should ideally hold one of the following positions related to occupational health and safety:
- Production manager / Establishment director
- HR manager in charge of occupational health and safety
- Manager on the health and safety committee (HSC)
- Organization owner
- Health and safety representative (HSR)
You will also have to confirm some information, which should only take a few minutes.
To complete the preliminary stage:
- Go to statistique.quebec.ca/e449e.
- Enter the identifier provided in the email or invitation letter sent to the organization.
We will send an email to the person you have identified so they can complete the questionnaire. This person will have a few weeks to complete it.
2. Survey questionnaireTo access the survey questionnaire, the person identified will have to:
- Go to statistique.quebec.ca/e449e.
- Enter the identifier provided in the email they received or in the invitation letter sent to the organization.
- Create a password.
This person can then start completing the survey. If necessary, they can exit the questionnaire and return to finish it at a more convenient time.
Since most questions require searching for information, we strongly suggest that they start by filling out the paper version of the questionnaire.
The Institut de la statistique du Québec will call the persons who have not submitted their online questionnaire to obtain their answers by telephone. If the person identified is not available when we call, they can let us know what time would be more convenient for them.

They will have to mention the name of the survey indicated on the invitation letter sent to the organization or in the email they received, their name, and their contact information.
We will respond to their request within 24 business hours, Monday to Friday between 8:30 a.m. and 4:30 p.m.
For quality and training purposes, telephone conversations with Institut de la statistique du Québec agents are recorded. If you do not want your conversation to be recorded, simply notify the agent at the beginning of the call.
Your organization was selected because your establishment has at least one full-time or part-time worker and it is affected by the modernization of occupational health and safety laws in Québec. Organizations were selected from the CNESST database of establishments subject to these laws.
The Institut de la statistique du Québec’s sample selection is carried out randomly and takes into account the source from which organizations are drawn, organization size, as well as others factors relevant to the production of high-quality estimates.
Yes. The participation of your organization is essential to enable CNESST to study the process of modernizing occupational health and safety laws in Québec and to inform the future actions of the Québec government and CNESST.
As set out in section 11 of the Act respecting the Institut de la statistique du Québec, the Chief Statistician has the right to determine which requests for information are to be considered mandatory if such information is deemed necessary to produce reliable statistics. It was determined by the Chief Statistician that this survey should be mandatory.
As a result, your organization is legally obligated to take part in the survey. Under the Act respecting the Institut de la statistique du Québec, anyone asked to provide the Institut de la statistique du Québec with information deemed mandatory must do so by the prescribed deadline and in the prescribed format.

The Act respecting the Institut de la statistique du Québec guarantees that the information you provide will be kept confidential and will only be used for statistical purposes. All those working at the Institut de la statistique du Québec have been sworn in before a commissioner and are bound to maintain secrecy and confidentiality.
Only duly authorized personnel at the Institut de la statistique du Québec will have access to the answers provided by participating organizations. Only aggregated results will be made public in order to protect the privacy of these organizations.
