The objective of this survey is to learn about the realities experienced on construction sites following the adoption of the Act to modernize the occupational health and safety system (AMOHSS) on September 30, 2021.

The Institut de la statistique du Québec (ISQ) is a government agency whose mission is to produce, analyze and disseminate official, objective, high-quality statistics on various aspects of Québec society.
1. Preliminary stage of the study
First, we will ask you to provide the contact details of the person in your organization who is the principal contractor for the selected construction site, and who will be able to answer the survey questionnaire. The questionnaire covers the construction site profile, participation and prevention mechanisms in construction, and work-related psychosocial risks.
The respondent should work for the principal contractor in charge of the construction site, and should ideally hold one of the following positions related to occupational health and safety:
- Owner of the company that is the principal contractor for the selected construction site / Manager of the company that is the principal contractor for the construction site or person in charge at the construction site
- Human resources manager in charge of occupational health and safety
- Job-site committee member or health and safety coordinator
- Health and safety representative (HSR) for construction sites
We will also ask you to confirm some information. This preliminary stage will only take a few minutes.
To provide this information, you simply have to:
- Go to statistique.quebec.ca/e449ce;
- Enter the identifier provided in the email received by the respondent or on the invitation letter sent to your company.
An email will be sent to the person you have identified so they can complete the questionnaire. This person will have a few weeks to complete it.
2. Survey questionnaireTo access the study questionnaire, the person you have identified will have to:
- Go to statistique.quebec.ca/e449ce;
- Enter the identifier provided in the email they received or on the invitation letter sent to the organization;
- Create a password.
This person can then start completing the questionnaire. If necessary, they can exit the questionnaire and return to finish it at a more convenient time.
Since most of the questions will require them to look up some information, we strongly recommend that they fill out the paper version beforehand.
The Institut de la statistique du Québec will call those who have not submitted their online questionnaire to obtain their answers by telephone. If the person identified is not available when we call, they can let us know what time would be more convenient for them.

They will have to mention the name of the survey indicated on the invitation letter sent to the organization or in the email they received, their name, and their contact information.
We will respond to their request within 24 business hours, Monday to Friday between 8:30 a.m. and 4:30 p.m.
For quality and training purposes, telephone conversations with Institut de la statistique du Québec agents are recorded. If you do not want your conversation to be recorded, simply notify the agent at the beginning of the call.
Your organization was contacted because it is the principal contractor responsible for a construction site that was selected for the survey. The construction sites eligible for this survey are those that were active in Québec at any point between January 2024 and June 2025. Construction sites were selected from the CNESST database of construction sites.
The Institut de la statistique du Québec selects its samples randomly and takes into account the source from which the organizations were drawn, organization size, as well as others factors relevant to the production of high-quality estimates.
Yes. The participation of your organization is essential to enable CNESST to document the process of modernizing occupational health and safety laws in Québec and will help CNESST to take appropriate action.
As set out in section 11 of the Act respecting the Institut de la statistique du Québec, the Chief Statistician has the right to determine which requests for information are to be considered mandatory if he deems that such information is necessary to produce reliable statistics. The Chief Statistician has determined that this survey should be mandatory.
As a result, your organization is legally obligated to take part in the survey. Under the Act respecting the Institut de la statistique du Québec, anyone asked to provide the Institut de la statistique du Québec with information deemed mandatory must do so by the prescribed deadline and in the prescribed format.

The Act respecting the Institut de la statistique du Québec guarantees that the information you provide will be kept confidential and will only be used for statistical purposes. All those working at the Institut de la statistique du Québec have been sworn in before a commissioner and are bound to maintain secrecy and confidentiality.
Only duly authorized personnel at the Institut de la statistique du Québec will have access to the answers provided by participating organizations. Only aggregated survey results will be made public in order to protect the privacy of these organizations.
